A fading set of taxi-driver rules suggest a more civil Monrovia from the past. No drunk driving…no driving with muscle arm…no driving with slippers…no abusing on the ground…. These days, anything goes, until it doesn’t.
Mr. Duncan stepped up to clarify: muscle arm is a sleeveless shirt, slippers are flip-flops, abusing is cursing.
